Mr. James R. Gosler

NSA Visiting Scientist

Mr. Gosler joined Sandia National Laboratories in 1979. Early contributions included establishing a performance modeling/simulation program in the Data Processing Operating Systems Design area and developing attack methodologies for both cryptographic and nuclear weapon systems in the Adversarial Analysis Group. In 1989, Mr. Gosler was invited by the National Security Agency to serve as Sandia’s first Visiting Scientist. During his two year assignment, he consulted on computer security concerns and established/chaired key INFOSEC research working groups. Upon his return to Sandia, he was named Manager of the Software Adversarial Analysis Department. In 1993, he established and directed the Vulnerability Assessments Program (VAP) and was named as an Assistant Director of the Systems Assessment and Research Center.
 
 In April 1996, Mr. Gosler entered the Senior Intelligence Service at CIA as the first Director of the Clandestine Information Technology Office (CITO). This office was formed to establish Information Operations as a core and focused CIA discipline. In May 2001, Mr. Gosler returned to Sandia as a Senior Scientist supporting National Information Operations, Information Assurance, Critical Infrastructure, and Terrorism initiatives. He continues to provide service to Intelligence Community leaders as a strategist and subject matter expert through participation on numerous boards and panels including the Defense Science Board, the National Security Agency Advisory Board, USSTRATCOM Strategic Advisory Group’s Cyber Panel, and other CIA boards. 
 
Mr. Gosler is the co-author of two recent books: Transforming US Intelligence and Vaults, Mirrors and Masks: Rediscovering US Counterintelligence. In September 2003, he was appointed as Sandia National Laboratories’ sixth Fellow. His area of focus is Information Operations Studies.
 
 Additionally, Mr. Gosler retired at the rank of Captain in the Naval Reserve in 2003. His active duty (1975-79) and reserve (1980-2003) assignments included: Instructor/Deputy Division Director at the Naval Nuclear Power School and Commanding Officer: Naval Shipyard Long Beach, Naval Research Laboratory, and Navy Combat Documentation detachments. His personal efforts resulted in commissioning the first Naval Reserve Unit dedicated to INFOSEC in 1994. 
 
Mr. Gosler earned a BS degree in Physics and Mathematics and a MS degree in Mathematics. He has completed numerous professional courses and schools, including the National Senior Cryptologic Course, the National Senior Intelligence Course, Harvard’s Program for Senior Executives in National and International Security, Aspen Institute’s Senior Executive Seminar, and the Intelligence Fellows Program.
