Rethinking the Foundations of the National Security Strategy and the QDR, the fifth series of Rethinking Seminars produced by the Johns Hopkins University Applied Physics Laboratory, has been completed. Video, audio, presentation, and bulletized notes files from the Seprtember 8th Seminar by Dr. Barry Posen on Rethinking US Grand Strategy have been posted in the Video Archives along with materials from previous seminars in this and earlier series.
Follow-on Rethinking Seminar Series: Planning for a sixth Rethinking Seminar Series is underway. As soon as details can be confirmed they will be announced on this website and to the contact list. The 2008-2009 Series was initiated as the country began to prepare for the next Quadrennial Defense Review. As a small part of that prepartion the Office of the Secretary of Defense for Policy and the US Navy sponsored the year's series. Seminar speakers discussed vital topics including:
- What should the US national security objectives be?
- What defines a US national security interest?
- What are the most significant threats to the US?
- What kinds of conflicts or operations other than war should the US military prepare for?
- What size and makeup of forces is required?
- What should DOD's portfolio look like in terms of O&M and investment?
- What resources and capabilities do State and USAID need to meet national security challenges effectively?
- What forms of deterrence and dissuasion are appropriate against non-traditional enemies?
